o In Proc::Daemon, set umask(022) instead of umask (0),
  because the pid file had mode 666.

o Added make(1) files arlogd-server.mk and arlogd-client.mk ;
  to facilitate installation ; installs the daemon in /usr/sbin,
  init.d/daemon in /etc/init.d/, and the manual in man/man8.

o Make paths run_dir, log_dir before daemon fork,
  so errors can be shown.
